Atticus, a Greek captain in the service of Rome, is in charge of a light trireme searching out pirates off the southern coast of Italy. What he is not expecting to find is an enormous fleet of Carthaginian warships coming to blockade the Roman legions fighting in Sicily. As he and his centurion commander Septimus fight for their lives, they begin to realise that the entire destiny of Rome is in their hands: they will have to rescue the senator in Sicily, bring him safely to Rome and help mastermind the building of an entire fleet of Roman warships that is capable of taking on for the first time the supremacy of the Carthaginians at sea. But Rome itself is divided between powerful political factions who are as intent on self-destruction as conquering their mutual enemies.
